How to Get the Skeleton Key in Oblivion
To start the Skeleton Key quest you need to be level 10 or higher. If you are lower than that you won't be able to begin. We have a guide to help you level up quickly if needed.
To find the Skeleton Key first head to the Nocturnal Shrine northeast of Leyawiin. Follow the eastern road from the town to reach the shrine.
Once you're level 10 or higher go to the large statue and interact with it to get a quest to find the Eye of Nocturnal.
The first step to finding the Eye of Nocturnal is to go to Weebam-Na’s house in Leyawiin. There you will find two Argonians. If you stay hidden and close enough they will talk about the Eye of Nocturnal though they'll deny knowing anything if you ask them directly.
The Eye of Nocturnal is in Tidewater Cave south of Leyawiin. Go into the cave and turn left three times. You will reach a flooded area with a dead end. Look underwater to find a chest. Take the Eye of Nocturnal from the chest then leave the cave.
Go back quickly to the Nocturnal Shrine. Give the Eye of Nocturnal to the statue. You will get the Skeleton Key as a reward.
And If you have the Skeleton Key in Oblivion you can unlock anything easily. Use it to open chests and doors and earn gold quickly.
